Reward payout transfer fees are automatically deducted from the rewards. Rewards are calculated based on actual rewards earned (i.e., dynamic model). Rewards are paid out on the 7th cycle following delegation. Delegator accounts with a zero balance will continue receiving rewards earned from previous cycles and are subject to a reactivation fee.
